How rude!

This sign caused some minor cerebral confusion, which I immediately exploited by taking a photograph. Not only did it give me the chance to reboot my brain, it also gave me the chance to scrutinize the advertised area for possibility.
Of course. it could be a case of mistaken point of view - as a rock climber I assume they have attempted to stop me (and my kind). Perhaps I read the sign wrong, and it’s the paint that is unable to climb.
Yet another explanation might be that the paint in question has an objection to climbing? I have known people who have lost loved ones to climbing, and are consequently also quite anti-climbing.
Then again, perhaps I have confused direction with intention? Could it be possible that this paint is especially produced to facilitate sliding down as opposed to climbing up?
